I've been getting 10-15 of those a day. No messages, nada, just calling and hanging up. All on my home line. ie the calls show up on call display as "private number"
Call the cops. File a stalking complaint.

You can probably prevent incomming blocked calls, but I highly doubt you will be able to ever see what number it is truly coming from. (on a civilian level)

they can call or send them a letter advising them of a complaint and to stop or something like that. you can also block callers who block their # from calling you.
